Taxpayer Perception Survey in Ukraine

Objectives

The Taxpayer Perception Survey aims to capture taxpayers' experiences with the State Tax Service (STS) during tax filing and payments, assess tax reform progress, and recommend ways to improve STS services. The data will also track tax compliance costs and gauge reform impacts on Ukrainian enterprises.

Scope of Work:

  • Design a web-based TCCS questionnaire using a World Bank draft, aligned with Ukrainian tax law.
  • Test and pilot the questionnaire with experts, and refine based on results.
  • Deploy the survey, collect responses securely, and store data on a secure server.
  • Validate and clean the survey database, ensuring it meets the World Bank's quality standards.
  • Estimate weights using STS-provided population data, prepare cross-tabulations, and ensure country-representative results.
  • Deliver the final questionnaire and documentation to the World Bank.
  • Conduct eight focus group discussions to validate survey findings with business and tax experts, ensuring comprehensive feedback from various business sizes and tax professionals.
